• Increasing utilization as lunar activity grows
• Infrastructure shared across missions and platforms
• Difficult engineering or operational barriers to entry
• Government-supported early demand with potential commercial expansion
• Technologies capable of becoming services rather than one-time hardware

This is the lunar equivalent of investing in the roads, power grids, communications networks and logistics systems that enable an economy to develop.
